has glosseng: The Victorian Rugby Union is the governing body for rugby union in the state of Victoria, Australia. The Union un-successfully bidded the fourth Australian Super 14 licence, which eventually went to the Western Force. The state does not currently have a Super 14 team but the Union did have a team in the 2007 Australian Rugby Championship - the Melbourne Rebels. Upon announcement that Super Rugby would be expanding to 15 teams, the VRU bid for the 15th licence. The bid, however was contested by two groups, one headed by Mark Ella and supported by former VRU board members, and another from the Belgravia group, investors in the Melbourne Victory Soccer franchise. Victoria was selected as the winner of the franchise but the specifics were not put forward straight away. It has been said that the 3 opposing bids are working together to form a hardened franchise ownership model which will include all three parties and drip feeds down to grassroot rugby. As such, the VRU will be represented in Super Rugby from the 2011 season.
